BCSDA submission: Horizon Europe implementation
On 18 September 2026, the Business Council for Sustainable Development Australia lodged its final submission to the Department of Industry, Science and Resources consultation on implementation of Australia's planned association with Horizon Europe.
BCSDA's focus is practical: how Australia's participation arrangements can help businesses, universities and research organisations identify relevant opportunities, find credible European partners, obtain specialist support and compete effectively from 2027.
What BCSDA is recommending
Build a business participation pathway using existing European and National Contact Point infrastructure as the base, with clear Australian triage and routing rather than unnecessary duplication.
Provide thematic specialist capability and active consortium brokerage so applicants can reach the right expertise and partners early enough to shape viable proposals.
Target support where evidence shows real friction, particularly for SMEs and first-time applicants facing navigation, transaction-cost, proposal-development and partnership barriers.
Measure success beyond funding won, including business and SME participation, consortium roles, durable partnerships, capability-building and the quality of Australia–EU collaboration.
Use the first participation cycle as an adaptive implementation period so evidence from 2027 can inform what should be retained, redesigned, expanded or withdrawn, including readiness for the next European framework programme.
Why this matters for Australian business
Formal eligibility alone will not determine whether Australian organisations benefit. Practical value will depend on whether organisations can identify the right calls, understand where Australian capability intersects with European priorities, build credible consortia and obtain support early enough to participate effectively.
What happens next
